The process of regularising some categories of irregular migrant workers in Italy is underway.
In regards to your question, the answer is no. Not all employers can apply to regularise their workers. According to the indications from the government, only the following employers can apply to regularise their irregular migrant workers or workers doing undeclared work:
- Italian employers
- Citizens of European Member States
- Foreigners with long-term residence permits (Carta di Soggiorno). This excludes all foreigners with ordinary residence permits.
